Memorandum dated the 14th. November, 1908, entitled

"Calculation of the greatest possible Consumption of

Morphine by Opium-smokers", since the present line of

enquiry, which commenced with Mr. Clementi's Memorandum

of the 14th. November, 1908, and has been developed and

carried to its conclusion in the Government Analyst's

paper of the 18th. ultimo, owes its initiation to dis-

-cussions of the subject between these two Officers in the

autumn of 1908.

altered the last sentence of his Memorandum as shown in

red ink on the attached copy and by so doing he has I

trust removed the grounds on which Your Lordship's decision

conveyed to me in paragraph 2 of your Confidential Despatch

of the 22nd. of last December was formed.
